Legislation Timeline

Illinois sports betting was not possible until 2018 because of the Professional and Amateur Sports Protection Act of 1992 (PASPA). When the United States Supreme Court overturned PASPA, it paved the way for the possibility of sports betting not just in Illinois, but the whole of the US.

  • • 2018: Illinois sports betting gained support to be legalized from the moment the PASPA was overturned. However, it didn't get any serious momentum from legislators until the following year.

  • • 2019: Illinois Governor J.B. Pritzker put pressure on the legislators in the state as he included Illinois sports betting revenue in his 2019 budget. While there were some battles and arguments, the legislators were able to work things out pretty fast as Pritzker was able to sign the Illinois Sports Wagering Act into law in June 2019.

  • • March 2020: The first retail sportsbooks opened but quickly were shuttered due to the global Covid-19 pandemic.

  • • May 2020: Governor Pritzker suspended the in-person registration requirement for sportsbooks.

  • • June 2020: BetRivers starts operating as the first Illinois online sportsbook. By the end of 2020, there were another four online sportsbooks up and running in the state.

  • • March 2021: As the sixth online Illinois sportsbook opened, Barstool Sports, the Illinois General Assembly voted to permanently reinstate the in-person registration requirement and allow pre-game in-person wagering on Illinois college teams.
